Officer Involved Shooting/Deadly Use of Force Protocols

The 18th Judicial District (Douglas, Elbert, Arapahoe, and Lincoln counties), like every Judicial District in the State of Colorado, has developed teams from various agencies in the district to unbiasedly and transparently investigate the use of deadly force by a Peace Officer.

These teams will submit their findings to the 18th District Attorney's (DA) Office upon completion of their investigation. They are comprised of highly trained and qualified personnel from participating law enforcement agencies.

Whenever an officer or member of the Elizabeth Police Department is involved in a deadly force encounter, the 18th Judicial District Critical Incident Response Team (CIRT) is called out and will investigate the incident according to their protocols (see attached). 

The team may also be called out for other reasons at the discretion of the Elizabeth Police Department Chief of Police.
