Building Code and Permit Information

The Town is on the 2018 version of the International Building Code and 2023 National Electric Code.   Chapter 18 - Building Regulations of the Town Municipal Code can be referenced for more information.

SAFEbuilt, Inc. assists the Town with building services, including architectural review, inspections, and issuance of building permits.

NOTE: We only issue building permits for addresses located within our Municipal Town limits. Any addresses outside of the Town limits will need to get their permit through Elbert County. There are many locations with an Elizabeth address that are not within town limits.  We encourage you to call 303-646-4166 x4 or email permits [at] townofelizabeth.org (permits[at]townofelizabeth[dot]org) to verify whether an address is within the Town of Elizabeth prior to submitting a permit application.

The Town does not require Contractor licensing or registration to pull a permit. 

See the chart below for the building permit and review fee schedule. * All permits will be subject to a 3% Town Use tax and a 1% County Use tax based on project valuation.* Valuation will be determined using the current calculator provided by SAFEbuilt. * Additional fees may be required depending on the size and scope of the project.

A building permit is typically required for any structure exceeding 120 square feet, attaches to main structure and/or if electrical, plumbing, or mechanical systems are involved, regardless of size. 

 

Please use Building Permit Application - Reroof for all roofing permits.  Town of Elizabeth calculates labor at $4/sq.ft. and materials at $150/sq.ft.  A copy of the agreement with homeowner may be requested. Section 18-2-40, IRC Table R301.2 requirements: Ground snow load 30 psf, wind design speed 90; ice barrier underlayment is not required.  Reroof requires final inspection with ladder provided onsite.   Mid-roof inspection required when primary pitch is less than 4:12.  

The Simple Building Permit Application may only be used for One-Stop projects that do not require plan review. These items include Air Conditioner or Furnace Replacements, Electrical Service Change, Water Heaters, and Door/Window/Siding Replacements. If your project does not fall into one of these categories, you must submit our regular Building Permit Application.

To schedule an inspection, please call 720-641-1956. Inspection requests received before 4:00 pm will be performed the next business day except for holidays.
On the morning of your inspection, you may call 720-641-1956 to get two-hour window of estimated time of arrival.  This is also good number to call to find out the results of your inspection. 

 

TAP FEES:

 

According to Resolution 22R31, a bi-annual adjustment to tap fees may occur to reflect any changes in inflation. 
Resolution 23R37 set a new base level for our tap fees.  Effective January 1, 2026, the tap fees are as follows:

Water tap fees: $16,546.66 (Single Family Residential)
Sewer tap fees: $14,064.67 (per Equivalent Residential Unit)
Renewable Water Resource Fee: $7,446.00 (Single Family Residential)
